File 1, fols. 1-17: Correspondence with Dr Ludwig Kastl, Herr During and Dr Julius Ruppel about the move towards closer union in East Africa and Lugard's membership of the Permanent Mandates Commission, together with an extract from an article by Schnee on "England's Plans for East Africa", 1930-1933.

File 2, fols. 1-59: Correspondence with and about Dr E.A. Voretsch, his support of Hitler, his return to Germany after long service in Japan, the Chancellor's suppression of the mutiny of July 1934, proposals to set up German chartered companies in Africa, Voretsch's visit to the Colonial Office, Lugard's collection of Afghanistan coins, Voretsch's view of the situation in Europe, with a comment by Sir Harold MacMichael on the chartered company scheme and related correspondence with Lord Plymouth, R.M. Barrington-Ward and Lord de la Warr, 1933-1936.

File 3, fols. 1-18: Correspondence with the editor of West Africa, Albert Cartwright, about the visit of the Emirs to Little Parkhurst and the paper's policy on mandates in Africa, 1934.

File 4, fols. 1-41: Correspondence with Germans and others about German opinions of Lugard's views on colonial administration as expressed in The Dual Mandate and in his letters to The Times; also about the help afforded by Lugard to German researchers in Britain, 1935-1938.

File 5, fols. 1-68: Correspondence commenting on Lugard's article for The Times on the mandated territories and East Africa, from German and British sources, including detailed criticism from Sir Humphry Leggett, 1935-1936.

File 6, fols. 1-31: Correspondence with Dr M. Horn of Brussels about the Open Door policy, economic concessions to Germany in Africa and a German proposal that the mandate system should be extended to all African possessions, 1936.

File 7, fols. 1-12: Correspondence about an article by E.J. Arnett replying to a critical comparison of British administration with German administration in the Cameroons by J.F. Stewart in the Journal of the Royal Scottish Geographical Society, a copy of the article and letters from Arthur Fenner and L.S. Amery on Lugard's article in the Spectator, 1938-1939.

File 8, fols. 1-17: Material circulated by the Mandates Section secretariat on German reaction to proposals for closer union in East Africa and criticisms of British administrations, with newspaper cuttings, 1930-1935.

File 9, fols. 1-150: Draft letter from Lugard to M. Franck giving his own views on "equal commercial opportunity" for Germans in Africa as stated in his speech to the Colonial Union in Brussels [1923], with later correspondence with friends about steps to counter Germany's claim to colonies while still maintaining friendly relations, with related newspaper cuttings and notes by Lugard, 1936-1939.

File 10, fols. 1-47: Correspondence with officers of the League of Nations Union about Germany's demand for colonies and its own pamphlet on the subject, minutes of a meeting at which the subject was discussed, and the request for a "message" from Lugard on British war aims for its journal, Headway, 1936-1940s.
