File 1, fols. 1-6: Draft and copies of a letter from Lugard to the Under-Secretary of State for the Colonies about the disputed border between Ruanda and the British mandated territory which was to be considered at the next session of the Permanent Mandates Commission, 1923.
File 2, items 1-8: The Belgian Mandate for East Africa issued by the League of Nations and Belgian official papers concerning its administration, 1922-1925.
File 3, fols. 1-12: Cuttings and extracts from the press circulated by the Mandates Section secretariat on the administration of Ruanda-Burundi, 1925.
File 4, fols. 1-32: Correspondence with Ernest Carr about rumours that the Belgian mandated territory would be returned to Germany and about taxation there, and with J.H. Oldham, the International Missionary Council and the Belgian representative of the Missions Protestantes du Congo-Belge about the antagonism there between Catholic and Protestant missions and a proposed petition to the Permanent Mandates Commission, 1934-1937. Also a letter from M. Orts, the Belgian representative on the Permanent Mandates Commission, about his government's plan to create a school for the sons of chiefs there.
File 5, items 1-4: Minutes of the meeting of the 28th session of the Permanent Mandates Commission at which Lugard brought to its notice the complaint of the Protestant missions, with copies of memoranda produced by the missions' representative, 1935.
