The group first met on 15th February 1965, 'to consider how British efforts can best be directed to aid underdeveloped territories to achieve a rapid rate of economic growth.' Members included Frederic Bennett, Angus Maude, Robert Carr, George Sinclair, David Howell, Richard Wood and Miles Hudson.
