File 2, fols. 1-59: General correspondence between Lugard and members of the Commission, officials of the League of Nations and the Colonial Office, Austen Chamberlain and others, 1923-1935.

File 3, fols. 1-24 and items 1-4: Correspondence with Sir Humphry Leggett and Wilson Harris about Lugard's views on sovereignty expressed in the House of Lords debate, 1937, with legal opinions on the sovereign rights of Mandatories, 1923.

File 4, fols. 1-45 and item 1: Miscellaneous papers arising from the 3rd session of the Permanent Mandates Commission, 1923-1924.

File 5, fols. 1-13 and items 1-7: Correspondence between Lugard and Major John Hills about the "Reply of the British and Dominions Governments to the Council of the League concerning Mandates" and comments upon that controversial statement by other Member nations, with related papers including petitions submitted at that session, 1926-1927.
