File 2, fols. 1-17: Material circulated by the Mandates Section secretariat on the constitutional and other problems encountered by the South African Government in administering its Mandate, 1926-1932.
File 3, fols. 1-31: Correspondence with a missionary and with the South African High Commissioner about the Ovamboland Native Reserve Proclamation imposing a tax on the Ovambo people in South West Africa, 1930.
