Summary

Papers and correspondence concerning the Lugards' scheme for tropical administration whereby a governor of a colony should spend half the year in his colony and half in England, working in the Colonial Office, there retaining responsibility for his colony. The Colonial Secretary, Alfred Lyttelton, agreed verbally to this scheme but his successor in the Liberal Government of 1906, Lord Elgin, rejected it.

Fols. 4-40: Copy of the "Memorandum re Administration in Northern Nigeria", 11 Jul 1905.

Fols. 41-45: A similar memorandum headed "to all Heads" circulated to all Residents in Northern Nigeria to inform them of the scheme, 21 Nov 1905.

Fols. 46-48: Pencilled notes on the scheme, n.d.
