Summary
Fulton Committee on "the Civil Service" was set up in February 1966, 'to examine the structure, recruitment and management of the home civil service'. Members included Lord Fulton, Philip Allen, W.C. Anderson, Edward Boyle, William Cook, James Dunnett, Norman Hunt, Norman Kipping, Robert Neild, Lord Simey, John Wall and Shirley Williams.

The Hong Kong Policy group was set up in January 1970. The Chairman was Anthony Royle and the Secretary was Derek Riches.
