Fols. 1-39: Correspondence with the Colonial Office about details of the amalgamation of Northern and Southern Nigeria, with comments on Lugard's report published as Cmd. 468 by Donald Cameron, H.S. Goldsmith and A.J. Harding of the Colonial Office, 1912-1919.

Fols. 40-63: Charles Temple's scheme for amalgamation, with a map, 1912-1913.

Fols. 64-77: Telegrams, speeches and plans for the inauguration of the Colony and Protectorate of Nigeria on 1 January, 1914.

Fols. 78-112: Correspondence and other papers, 1914, concerning education policy, including a directive from Lugard to the Director of Education, Northern Provinces, 11 Jan, enclosing letters from the Church Missionary Society and the Sudan United Missions, a despatch to the Colonial Office of 7 Nov, with a printed paper, "Education in the Colony and Southern Provinces of Nigeria". Also attached are the Education Ordinance, 1914, and the Grant Code Regulations.

Fols. 113-115: Miscellaneous minutes of October 1912 concerning medical administration, with a printed memorandum by Sir Walter Egerton, 15 Aug 1908.

Fols. 116-119: Letter, 15 Nov 1912, from Lugard to Josiah Wedgwood about the latter's article, "Native Lands and Crown Colonies", enclosed.

Fols. 120-126: Correspondence with Alexander Cowan about the need for a good West African newspaper, Oct 1915.

Fols. 127-138: Correspondence between H.S. Goldsmith, S.N. Grier and W.A. Ross concerning taxation, with a minute by Goldsmith on 'Native Administration accounts', 1917-1919.

Fols. 139-162: Papers, 1914-1919, concerning Lugard's judicial legislation, mainly correspondence with Sir Edwin Speed, former Chief Justice in Nigeria, with a memorandum by Speed and notes about the right of audience of Counsel in the Courts of the Protectorate, 11 Jun 1914.
