File 3, fols. 1-12: Notes by Lugard on talks with Lord Passfield at the Colonial Office about instituting the Committee and a letter from Lord Lucan proposing to nominate Lugard as a member of it, with Lugard's reply criticizing Passfield's intention to act as chairman because the Committee would be reviewing his proposals, 1929-1930.
